We continue to learn what were the results of the gubernatorial elections in the Russian regions. Today - Tyumen region.

The main contender for the post of head of the Tyumen region was Alexander Moor - ex-mayor of Tyumen, a member of the presidium of the regional political council of United Russia and secretary of the Tyumen city branch of the party. Moore was appointed acting governor on May 29, a week and a half after the resignation of Vladimir Yakushev, who joined the government on May 18 and became Minister of Construction and Housing of the Russian Federation.
In addition to Moore, who was expectedly nominated by the regional branch of United Russia, the chairman of the council of the regional branch of the Social Security Party, Larisa Shakurova (the Social Security Party), and three deputies of the Tyumen Regional Duma declared their governor's ambitions: Artem Zaitsev (LDPR), coordinator of the Tyumen regional branch of the LDPR; secretary of the Tyumen regional committee of the Communist Party of the Russian Federation on ideological work; Ivan Levchenko (KPRF); and vice-speaker of the regional Duma, chairman of the Council of the Regional Development Department of the Socialist Republic of Vladimir Piskaykin (Fair Russia).
After passing the municipal filter, Larisa Shakurova fell out of the top five candidates, who was able to collect only 2 signatures with a minimum of 236. The remaining four candidates were registered and received the appropriate certificates on 3 August.
A special feature of the campaigns for the election of the governor and deputies of the regional Duma is that they are attended by residents of three subjects of the federation - the Tyumen region and its members, but with the status of individual regions of the Khanty-Mansiysk and Yamalo-Nenets autonomous areas. Given the existing hard-to-reach areas and possible problems with communication, one would expect that the summing up here could be delayed. However, everything was done promptly, the regional election commission approved the final protocol on the results of the election of the governor already on September 12. It indicates that 1239464 voters, or 49.01% of their total number, participated in the voting. Alexander Moore became the elected governor, receiving 65.86% of the vote. Artem Zaitsev scored 12.99%, Ivan Levchenko - 12.83% and Vladimir Piskaykin - 5.77%.
If you compare the figures with the results of the previous gubernatorial campaigns, you can see that the turnout,and Alexander Moore’s figure is close to the average levels (respectively, the average turnout is 42.06% and the average result of the winner is 66.05%):
1996-1997: turnout of the first round (12.22.1996) - 30.38%, second round (1/12/1997) - 25.29%, Leonid Roketsky - 58.83%;
2001: turnout - 54.25%, Sergey Sobyanin - 52.78%;
2014: a turnout of 58.34%, Vladimir Yakushev - 86.56%.
Summing up the election results, the chairman of the regional election commission Igor Khalin noted that in different regions of the "Tyumen Matryoshka" the turnout level and the percentage of votes received by Alexander Moore differ. So, in the Tyumen region turnout was 57.3%, in the Khanty-Mansi Autonomous Okrug - 35.48% and in the YNAO - 65.98%. 75.47%, 44.9% and 74.94% respectively voted for the acting governor. He also stressed that the campaign went without serious violations: “There were only 7 complaints from observers, and all of them were informational. There was an appeal with suspicion of falsification - allegedly the chairman of the commission carried a stack of ballots, but the violation was not confirmed. Facts are an indication that an election campaign is moving. "
The results of the elections are evaluated by the political strategist, a member of the Public Chamber of the Tyumen Region, Mikhail Melzer: "The elections of the head of the region were calm, stable and predictable. <...> In my opinion, the elections reflected the alignment of forces in the region.They showed that a certain percentage of voters trust, including conditionally opposition candidates from the LDPR and the Communist Party of the Russian Federation, and, most importantly, the government, the administrative system does not prevent the development of different points of view. <...>
The only disadvantage of the campaign, and it was predictable, was that the turnout was lower than expected. The presidential election played its role, the main resources, both informational and human, were aimed at increasing the presidential turnout. And accordingly, it was difficult to repeat the same turnout in the gubernatorial elections. <...>
It was obvious that Moore was the favorite. But he won honestly. No one had any doubt that somewhere something was catching up, something was wrong. He won with an adequate number of voters. "
Andrei Shuklin, a political scientist, Ph.D. of Philosophy, a member of the Public Chamber of the Tyumen Region, tells about his impressions of the campaign: "I headed the press service of the Center for Public Control of Elections, whose competence was to work out signals from the public about various kinds of violations. We had hotline, we took calls.There were 537 calls at the end of the election. <...> All signals that were received were processed. Somewhere, the sound disappeared during the broadcast of the vote, somewhere the camera at the polling station moved. We reported this to the regional election campaign. But there were frank fakes and provocations. <...>
In any case, we saw that there was an increase in civic engagement. <...> In general, we saw that the south supported Alexander Moore. Ugra slightly “slipped”; more candidates were recruited there who did not conduct any campaign at all. Even the opposition candidates didn’t raise any questions about the governor’s elections. "
