I heard only about the ILO (international labor organization) in the organization of the United Nations. They are engaged in activities aimed at improving working conditions. Their main office is in Switzerland, in Geneva. We have a bureau of this organization in Russia in Moscow. More about it can be found on their website. And so in each country there are their own employment agencies, which also work with foreigners. There are firms that are invited to work abroad, but I don’t know exactly what status they have.
