It is extremely difficult to control it, because there is no central control, a brain of a cluster that could regulate the rights of various groups of users. But home networks, where the intruder is unlikely to penetrate, are almost always organized by this method, since there is no need for additional equipment and special knowledge to configure such a cluster.
