On April 3, the government passed in the third, final, reading a law allowing railroad workers to sell non-refundable tickets for long-distance trains. The document is published in the Legislative Support System.
If the bill is approved by the Federation Council and signed by the President of the Russian Federation, it will enter into force on January 1, 2019.
It will be possible to return money for non-returnable tickets in some situations: in the event of a sudden illness of a passenger or a family member following him, the death of a relative or injury of a passenger in an accident.
A refund is also provided if the departure of the train was canceled, delayed or did not provide the passenger with the seat indicated in the ticket.
The explanatory note to the document states that the bill was developed to create conditions for reducing the cost of passenger rail traffic: before, the carrier was forced to include in the ticket price the risk of loss from return.
The bill on non-refundable tickets was submitted to the State Duma in 2014.In the first reading it was adopted in 2015, then the legislators carried out the coordination of amendments. The bill assumes that passengers will be able to choose which ticket to buy - regular or non-refundable.
So far, a passenger of a long-distance train can refuse a ticket eight hours before departure of the train and return the money spent minus the service charge (192.7 rubles).
