Tver: prosecutors removed the deputy

The deputy chairman of the City Duma of Tver, the head of the United Russia faction Andrei Petrov, announced the voluntary rejection of the mandate under pressure from the prosecutor's office.

The head of the Tver City Duma Committee on Local Self-Government and Regulations, Sergey Aksyonov (EP), said that on December 23, the third protest by the prosecutor’s office of Tver demanded to take action to eliminate violations of the anti-corruption legislation by the deputy speaker of the city parliament. Previously, the prosecutor’s office had already twice drawn attention to inaccuracies in Petrov’s declarations, after which he refused to pay the deputy’s salary and continued to fulfill his duties free of charge. However, representatives of the prosecutor's office found it insufficient.
On December 28, the committee on local self-government and the regulations received a statement from Petrov about voluntary resignation, which was granted. As a result, an extraordinary meeting of the State Duma of Tver should be held today, at which a formal decision will be taken on depriving Petrov of his mandate.
For the first time, the prosecutor's office drew attention to Petrov in May 2015, finding that he did not mention in his declaration about his property abroad. Later, at the end of November 2016, it became known that the deputy “forgot” to indicate in the declaration a part of the income: 120 thousand rubles of his own and 468.9 thousand of his wife. In both cases, prosecutors sent the mayor of Tver (he is the chairman of the City Duma), Alexander Korzin, to the submission, which noted that, in accordance with the law on municipal service, these violations are sufficient grounds for deprivation of office. However, the consequences of all this for Petrov were significantly milder: in the first case, he was reprimanded, in the second he refused deputy salaries.
Naturally, such a development did not suit the prosecutor’s office. In early December, the district prosecutor, speaking at a meeting of the City Duma, said: "Persons who commit corruption offenses, including submitting incorrect information about their income, expenses, property obligations, do not belong to them in the deputies. The law says unequivocally: committed a similar offense,he has no right to be a deputy of the local government body. "A little later, at the end of the month, the protest of the prosecutor's office followed, this time to the committee of the City Duma on regulations, which achieved its goal.
According to a Kommersant source, Petrov filed an application on the day of the meeting of deputies of the United Russia faction in the City Duma with the State Duma deputy, head of the regional branch of the “party of power”, vice-speaker and head of the United Russia faction in the State Duma Vladimir Vasilyev elected from the Tver region. It is quite possible that the application was submitted on the recommendation of the participants of the meeting, at which they discussed including preparations for the upcoming elections of the new convocation of the City Council of Tver in September 2017.
Until the election of a new composition of the City Duma in September 2017, the mandate of Petrov, elected in a single-mandate constituency, will remain “ownerless”.

As a result, everything ended with what ended: the deputy will hand over the mandate. <...> Now we see that the course has been taken to restore order in the work of representative power. I think this will not be the first and not the last case for Russia. "
